In September 2025, Chinese President Xi Jinping put forward the Global Governance Initiative, offering China's wisdom and solutions to promote the building of a more just and equitable global governance system. Cyberspace is a common space for human activities. Interconnection is the basic nature of cyberspace. Sharing and co-governance is the common vision of internet development. In the face of such problems and challenges as unbalanced development, inadequate rules and inequitable order brought by digital development, China stands ready to join ASEAN countries in strengthening solidarity and coordination, building consensus on cooperation, and enhancing the capacity and standard of digital governance, in a bid to facilitate the building of an even closer China-ASEAN community with a shared future.
1.Cooperation on Cybersecurity
1.1 China stands ready to put in place an efficient cooperation mechanism on cybersecurity emergency response with ASEAN countries, so as to improve the capacity in responding to and analyzing cybersecurity incidents, assist each other in handling cross-border cybersecurity incidents, and safeguard the secure operation of important information systems.
1.2 China stands ready to work with ASEAN countries to strengthen the sharing of threat information and other types of alerts and advisories. We will explore the possibility of establishing a China-ASEAN cybersecurity threat information sharing platform, encourage the establishment of a regular information exchange mechanism, and ensure timely exchange of the latest situation and information upon occurrence of major cybersecurity incidents.
1.3 China stands ready to promote cooperation with ASEAN countries on cybersecurity capacity building. We will organize cybersecurity seminars and training programs, and actively participate in such activities as joint cybersecurity drills, and share experience and practices on cybersecurity landscape, policies, laws and regulations, and emergency response cooperation. ASEAN countries are welcome to use the AI-powered phishing detection system developed by China to strengthen the capacity in jointly safeguarding the security of cyberspace.
2. Cooperation on AI Governance
2.1 China will implement the Global AI Governance Initiative, and actively carry out communication, exchanges and practical cooperation with ASEAN countries in potential risk response, standardization of security governance, and the formulation of policies, laws and regulations related to security governance in the area of AI, with a view to jointly preventing the misuse of AI technologies.
2.2 China stands ready to support and encourage Chinese AI companies, universities, research institutions and industrial associations to strengthen exchanges and cooperation with their counterparts in ASEAN countries, so as to promote the interoperability and compatibility of relevant sector-specific standards and to share with each other the latest knowledge, best practices and experience.
2.3 China stands ready to enhance position coordination with ASEAN countries under multilateral platforms like the United Nations and jointly participate in the rule-making process concerning global AI governance, with the aim of achieving broad consensus in the field of international AI governance while fully respecting differences in policies and practices among countries.
3. Cooperation on Cross-Border Data Flows
3.1 China stands ready to conduct and deepen exchanges with ASEAN countries on cross-border data flow policies. We will enhance the transparency, predictability, and non-discriminatory nature of measures for managing the cross-border flows of various types of data to jointly create a data flow and usage environment that is open, inclusive, secure, cooperative and non-discriminatory.
3.2 China stands ready to work with ASEAN to actively promote the formulation of the Comparative Joint Guide on “ASEAN Model Contractual Clauses for Cross Border Data Flows” and “China Standard Contract for Cross-border Transfer of Personal Information”, for the purpose of improving the understanding and knowledge of each other's regulatory frameworks, and exploring and enhancing the compatibility and interoperability of policy frameworks on the basis of mutual respect for regulatory differences.
3.3 On the basis of the Global Cross-border Data Flow Cooperation Initiative and the Global Initiative on Data Security, China stands ready to work with ASEAN countries to explore the establishment of special institutional arrangements on cross-border data flow cooperation among countries and regions. We encourage the pilot efforts in cross-border data flow cooperation to promote efficient, convenient and safe cross-border data flows and to provide facilitation for high-standard China-ASEAN economic and trade cooperation.
