About Application for Investment in and
Establishment of Enterprises

根据“管理规定”第十三条，外国机构申请在中国境内投资设立金融信息服务企业步骤如下：

Under Article 13 of the Measures, the steps to apply for investment in and establishment of a financial information service enterprise in China are as follow:

1、申请机构到工商行政管理部门申请取得企业名称预先核准通知书。

1. An applicant shall apply to the Administration for Industry and Commerce for the notice of pre-approval of enterprise’s appellation.

2、持企业名称预先核准通知书，向主管部门递交该机构主要负责人签署的在中国境内投资设立企业的书面申请、拟设企业章程及“管理规定”第六条规定的材料（已获得许可证的机构，无需提供“管理规定”第六条规定的材料），由主管部门发给核准意见书。

2. The approval certificate shall be issued to the applicant that has been granted the notice of pre-approval of enterprise’s appellation, and submitted to the CAC the written application signed by the person-in-charge for investment in and establishment of an enterprise in China, the proposed articles of incorporation and the documents prescribed in Article 6 of the Measures (the institution already granted license need not submit the documents prescribed in Article 6 of the Measures).

3、持核准意见书，按“管理规定”第十三条、第十四条、第十五条规定到商务主管部门和工商行政管理部门进行申请并办理相关手续。

3. With approval certificate, under Articles 13, 14 and 15, apply to the administration for Business and the Administration for Industry and Commerce and go through the related formalities.

4、持工商行政管理部门营业执照及核准意见书，到主管部门换领许可证。

4. Exchange the business license of the Administration for Industry and Commerce and the approval certificate for the license from the CAC.

外国机构申请变更已在中国境内投资设立的企业经营范围为金融信息服务步骤如下：

Following are the steps for a foreign institution which applies to alter the business scope of the enterprise already invested in and established in China into financial information services:

1、向主管部门递交该机构主要负责人签署的在中国境内投资设立企业变更经营范围的书面申请、拟变更经营范围企业章程及“管理规定”第六条规定的材料（已获得许可证的机构，无需提供“管理规定”第六条规定的材料），由主管部门发给核准意见书。

1.Submit to the CAC the written application signed by the person-in-charge of the institution for alternation of the business scope of the invested in and established enterprise in China, the proposed articles of incorporation for the alternation and the documents prescribed in Article 6 of the Measures(the institution already granted license needn’t submit the documents under Article 6 of the Measures) and then the approval certificate shall be issued by the CAC.

2、持核准意见书，按“管理规定”第十三条、第十四条、第十五条规定到商务主管部门和工商行政管理部门进行申请并办理相关手续。

2. With the approval certificate, under Articles 13, 14 and 15, apply to the administration for Business and the Administration for Industry and Commerce and go through the related formalities.

3、持工商行政管理部门营业执照及核准意见书，到主管部门换领许可证。

3. Exchange the business license issued by the Administration for Industry and Commerce and the approval certificate for the license from the CAC.

4、如同时申请变更企业名称的，应先到工商行政管理部门申请取得企业名称预先核准通知书，并在向主管部门递交申请材料时一并提交。

4. When a foreign institution applies for alteration of its name, it shall first apply to the Administration for Industry and Commerce for the notice of pre-approval of enterprise’s appellation and submit it to the CAC together with the other application documents.
