About Application Procedure

根据“管理规定”第四条，外国机构在中国境内提供金融信息服务须向国家互联网信息办公室提出申请。具体申请和批准步骤如下：

Under Article 4 of the Measures, a foreign institution to supply financial information services in China shall apply to the Cyberspace Administration of China for approval. The specific steps are as follow:

1、申请机构了解在中国境内提供金融信息服务的申请条件和基本程序后，可下载或领取、并填写外国机构在中国境内提供金融信息服务申请材料系列表格，并按要求提供其他书面材料。

1、An applicant, after it reads and understands the application requirements and essential procedures for supply of financial information services in China, shall download or ask for and fill out the series of application forms for foreign institutions to supply financial information services in China; it shall submit the other required written documents as well.

2、申请机构将所有书面申请材料及电子版（PDF格式文件）一并提交主管部门。主管部门自收到申请材料之日起5个工作日内进行初审。条件不符的，出具不予受理通知书；条件符合、申请材料齐全的（或经书面告知修改意见后补充修改齐全的），出具受理通知书。

2. An applicant shall submit all written application documents together with their electronic editions (in PDF) to the CAC. The CAC shall, within 5 working days from the date it receives the application, make a preliminary examination. The CAC shall issue a notice inadmissible provided the requirements are not met and a notice of acceptance provided the requirements are met with all required application documents submitted (or the required documents completely supplemented following the written notice to modify).

3、根据“管理规定”第七条，主管部门自出具受理通知书之日起20个工作日内作出批准或不批准的决定，并答复申请机构。批准的，通知领取许可证；不批准的，通知领取不予批准决定书并说明理由。

3. Under Article 7 of the Measures, the CAC shall, within 20 working days from the date it accepts the application, make a decision on whether or not to approve the application and notify the applicant of the decision. If an approval is granted, the approval document shall be delivered to the applicant. If the application is denied, the applicant shall be notified of the decision and the reason for objection.

4、申请机构应在接到答复后10日内到主管部门领取许可证或不予批准决定书。申请机构也可选择送达的方式。

4. The applicant shall, within 10 days from the date it receives the notification, go to the CAC for the license or the decision not to approve. An applicant may also choose the ways of service.

5、根据“管理规定”第十八条，获得批准的机构须在批准之日起10日内向主管部门提供审视终端，开通审视平台，并提供产品使用手册。

5. Under Article 18 of the Measures, the authorized institution shall, within 10 days from the date the approval is granted, supply the CAC with a user’s terminal for monitoring as well as users’ guidance.
